But things are finally on track to change. On Friday 19th June 2026, the Government unveiled a sweeping new roadmap designed to fix this broken system. The goal is simple: make the entire moving process faster, fairer and far more secure.
While the UK-wide headlines sound incredibly promising, the fine print is what actually matters - especially for us here in Wales. Because property laws and devolved housing policies often look a bit different on our side of the Severn, we've broken down exactly what has been announced, the timeline ahead and what it really means for your next move in Cardiff.
Under the new rules, sellers and agents will be required to prepare a comprehensive 'Upfront Sales Pack' before the property even goes live on portals like Rightmove. That means detailed information on the property’s physical condition, exact chain status, leasehold fees, and local boundary data. Buyers will have total transparency before they spend a single penny on surveys, and professionals can get the legal ball rolling on day one.
We are completely behind this. There is nothing worse than seeing a sale stall for weeks just because a leasehold document or boundary plan is stuck in a solicitor’s backlog. Our team already gathers a significant amount of this information before launch, and in many cases we're several steps ahead of a lot of agents in what we provide upfront. This means buyers already have a clear understanding of the key facts early on, helping them make more informed and confident decisions before deciding whether to proceed.
2. Earlier binding agreements
The current system allows either side to walk away right up until the formal exchange of contracts, leaving everyone highly vulnerable to "gazumping" (where a seller takes a higher offer last-minute) or chain breaks.
The Government plans to mandate binding conditional contracts much earlier in the transaction. If a buyer or seller pulls out past this point without a legally valid reason, they will face a strict financial penalty. To keep things fair, the Government has confirmed these binding contracts won't be mandatory until the Upfront Sales Packs are fully embedded, ensuring nobody is forced to lock themselves into a property blindly.
Again - this will be a massive win for peace of mind, finally giving Cardiff buyers and sellers the security they deserve and putting an end to devastating last-minute chain collapses.
To make sure consumers are properly protected, a brand-new Code of Practice will be introduced later this year to set a strict baseline for property listings. Following that, a formal consultation will launch regarding mandatory qualifications for estate and letting agents.
